About this Role

Responsible for supporting the development of eir’s position on regulatory matters from a competition, social and strategic perspective. This role will provide expert analysis supporting robust argumentation in dealings with the regulator on matters of policy development and market reviews to promote the most advantageous regulatory environment in which eir can achieve its commercial objectives. This role will also manage eir’s position in respect of retail and wholesale compliance investigations undertaken by ComReg. The role requires interaction with key stakeholders at national and European level. The role requires expertise in the regulatory regime and cross- functional project management to evaluate and develop opportunities created by the regulatory environment.

What is expected from the Role?

Principal Duties and Responsibilities:

  • Assume a lead role in developing, maintaining, and promoting eir’s regulatory policy in respect of market reviews, consultations and universal services.

  • Support advocacy towards Irish and EU stakeholders on regulatory and digital policy agendas to ensure eir’s strategic view is communicated effectively across the stakeholders.

  • Update and advise eir regulatory team on developments in the EU and key engagements.

  • Undertake analysis, with input from relevant Business Units, to develop cogent evidence based argumentation on key regulatory policy matters for advocacy papers and other regulatory submissions.

  • Participate in the development of position papers and advocacy activities within trade associations e.g. TII and GSMA to ensure consistency with eir’s strategies and positions.

  • Manage development of responses to relevant consultations consistent with agreed regulatory strategy, and within response deadlines

  • Provide expert regulatory advice to other areas of the company.

  • Liaise closely with other teams within the Regulatory and Public Affairs Function and the Legal function.

  • Manage eir’s position in respect of ComReg retail and wholesale compliance investigations.

  • Manage responses to regulatory requests for information.

Principal Accountabilities

  • Support eir delegations in negotiations with Irish and EU Institutions on regulatory and policy issues.

  • Develop and sustain professional working relationships with key Irish and EU stakeholders and influencers

Knowledge and Experience

  • Experience of or expertise in regulatory affairs (application of economics in communications regulation environment desirable)

  • Proven delivery focus to demanding deadlines.

  • General Knowledge of EU & National Regulatory framework
